2 Jul 12: “Dr Djiniyini Gondarra, Yolngu Nations Assembly
spokesperson, is calling on the Federal Government to lower
the Aboriginal flag in Canberra, in the wake of the
Stronger Futures bill being passed.
“The Government has shown absolute disregard for our wishes
and our human rights”, Dr Gondarra said. “By overruling the
wishes of the people, the Government has declared a war on
democracy. We call on it to lower our flag to half mast, to
acknowledge the hurt Stronger Futures will cause our
people.”
The Stronger Futures legislation, which passed through the
Senate in the early hours of June 29, has been condemned
as racist by the Yolngu Nations and many Aboriginal,
community and church organisations. 42,000 Australians
signed a petition calling on the government to withdraw
the legislation. … “

three bills known as the ‘Stronger Futures bills’.
The Australian Lawyers Alliance is a national association
of lawyers, academics and other professionals dedicated to
the promotion and protection of justice, freedom and the
rights of the individual.
In light of the Attorney General, Nicola Roxon’s refusal to
refer the Stronger Futures bills for human rights review by
the Joint Parliamentary Committee on Human Rights on 28
June 2012, we have drafted our own Statement of
Non-Compliance with Human Rights, to indicate a number of
rights affected or directly undermined by this legislative
package.

rights scrutiny shows a lack of respect for Aboriginal
communities, their local and national leaders and the
United Nations, all of whom have supported calls for human

management will erode self esteem and do little for alcohol
and gambling addictions, demonstrators at a two-week vigil
in Sydney’s southwest say. Social workers and union members
on Monday started a two-week vigil outside Bankstown
Centrelink Centre to protest the rollout of income
management. About 50 demonstrators gathered a day after the
Bankstown local government area became one of five national
income management trial sites.”

Intervention, renamed as the Stronger Futures bill, was
passed in the early hours of the morning by the Senate late
last week. This extended various policies of control and
management for another decade. It also introduced the
policy of welfare quarantining in five trial local councils
across Australia including the Western Sydney suburb of
Bankstown. Bankstown was identified as an area of high
unemployment and long-term welfare dependency by the Federal
Government. Stop the Intervention Collective Sydney along
with other various organisations, unions and individuals
have today rallied against the new policy that came into
effect on the first of July.

the increased penalties for alcohol running under the
Federal Government’s Stronger Futures legislation. People
who take alcohol into prescribed areas in the Northern
Territory will now face fines of up to $11,000 or six
months in jail. People’s Alcohol Action Coalition
spokesman Doctor John Boffa says he thinks the measures
will reduce the amount of alcohol taken into remote
communities.”

Islander Nations and Peoples. … Nowhere else in the world
would anyone accept what is going on in Australia in respect
to this ‘Expert’ Panel’s recommendations.

is done for the purpose of suggesting to the international
community that democracy played its part through a process
of consultation, but this recent process is absolutely

Muckaty in the Northern Territory fear some community
members may die before court proceedings against a proposed
nuclear waste facility are heard. The Federal Court has
decided to adjourn the case against the site until the end
of the year. “If it starts leaking it’s going to destroy
all the water the animals, the environment we don’t really
want it there,” said Penny Phillips, a traditional owner.
Members of the Warl-Manpa community have lived at Muckaty,

to remove income management from the bill, but did not
receive the support of the other parties.
The Social Security Amendment Bill 2011, which is now law,

income management system in five pilot locations around

Peoples is gearing itself for a political campaign -
following the federal government’s lack of conversation on
native title reform, and a host of other issues. Co-Chair of
the National Congress of Australia’s First Peoples, Les
Malezer says he’s although he’s heartened by a federal
government attempting to reform Native Title legislation,
very important elements have not been touched. He says it’s
time Aboriginal and Torres Strait Islander peoples again
start pushing for the land rights process – not native
title.”

introduced “Our Generation”, the film by Sinem Saban and
Damien Curtis which we were there to see. The film explored
in depth the Federal Government Intervention into
Aboriginal Communities in the Northern Territory. Jeff had
told us that the film’s producers were not having any
success in having the film shown on government or
commercial media outlets and they were having to screen it
in local community halls to show the community at large
just what was involved in the Intervention. It is basically
a war on Aboriginal culture. The dispossession of the
Aboriginal people is simply continuing in a new guise.”

29 Jun 12: “The Government and Coalition have united to
push the Stronger Futures legislation package, expanding the
NT Intervention, through the Senate.
Senator Rachel Siewert said today that it will be a sad day
for Aboriginal communities in the Northern Territory waking
up to the news.
“The continued commitment to the interventionist approach
in the Northern Territory is a commitment to punitive and
largely unproven measures, developed on the back of a flawed
consultation process.
“When we failed in our attempt to vote down this legislation,
the Greens sought to remove some of the most harmful aspects
of this Bill, such as Income Management and SEAM, but we did
not receive the support of the other parties. … “

the NT Intervention] legislation, is race-based and
discriminatory. “If this passes I will have to bring this
before the High Court,” Dr Gondarra said. “I will challenge
this through the High Court in Australia. “I will not stop
fighting. I will fight and fight until this legislation is
in the bin; until this legislation that is damaging the
nation of ours is destroyed and we all start fresh, new, a
new dialogue, a new policy, a policy where the Elders get
together with the Australian government to talk,” he said.”

grass roots community groups are disturbed by the
entrenchment of Income Management in the Northern Territory
and its extension to five new areas from 1 July. The groups
argue that to impose income management on communities
without proper consultation and solid evidence on its
effects is wasteful and demeaning to those people whose
household budgets will be controlled by Centrelink.

VALS CEO, Wayne Muir, is concerned that without the
Committee’s application of human rights scrutiny to these
Bills, the measures contained within them are destined to

21 Jun 12: “SOUTH AUSTRALIA: An Arabunna elder has returned
to the Federal Court to tell “a good story” in his bid to
block the $30 billion expansion of the Olympic Dam copper,
uranium and gold mine in South Australia’s north. Kevin
Buzzacott first took action earlier this year, claiming
federal Environment Minister Tony Burke had not given
enough consideration to a number of issues including the
risks posed by the storage of radioactive tailings. His
action was dismissed, but on Thursday he argued an appeal
before the full court.”

ABC: Elder takes mine expansion fight to appeal court
22 Jun 12: “An Aboriginal elder has taken his legal fight
against the planned Olympic Dam mine expansion to the full
court of the Federal Court. Kevin Buzzacott is challenging
an earlier legal ruling dismissing his case. “My whole
issue I’m fighting [is] to protect my land and it’s a
public interest in uranium and … the last time around
they dismissed the case and now we appealed it,” he said
outside the hearing in Adelaide. … The Arabunna Native
Title Group said the land surrounding the Olympic Dam mine
was of significant value to Indigenous people. The appeal
court will reserve its judgment.”

or other essential items. And the attitude of other
customers in the shops as well as the shop assistants is
very terrible, it is like they don’t even want to look at

the statement below on June 21. * * *
Aboriginal people across the Northern Territory have spoken
out against the Stronger Futures laws, which they say
continue the discriminatory and racist laws launched with
the NT intervention 5 years ago today.
Maurie Ryan, of the First Nations Political Party said:
“The First Nations political party does not support the
Stronger Futures legislation. There are no stronger
futures unless we are part of it. The legislation takes
away our autonomy; it’s just empty words. …
These voices join those of the 43,000 who signed a petition
opposing the Stronger Futures laws, which was accepted by
Australian Greens MPs on June 18.
On June 22, we will hold a press conference outside NT
Parliament at 10am to call on the NT government to stand
with those who have stood with us for freedom and against
the Stronger Futures laws.”

reiterated calls for ‘Stronger Futures in the Northern
Territory’ legislation to be abandoned, following the
release of damning statistics yesterday in the ‘Closing the
Gap in the NT Monitoring Report July – December 2011′.

STICS spokesperson Paddy Gibson said:
“… These discriminatory laws were supposed to expire after
five years. But disgracefully, the Labor government is
pushing ahead with a ten year extension through the misnamed

“The government’s own statistics demonstrate shocking

there is an acute self-harm crisis, domestic violence
incidents are rising, less children are in school, more

organised by Arena Magazine on June 21. Rosalie
Kunoth-Monks, a former mayor of Barkly shire in the
Northern Territory, said: “A lot of us are going through
severe trauma. We live in terror of our language,
ceremonies and land being taken away.” She drew parallels
between her people’s current nightmare and that faced by
the Jews during the Holocaust of World War II.”

The Working Group for Aboriginal Rights urges the
Australian government to fully accept and respect the
sovereign rights of Aboriginal Nations and Peoples and to
cease their paternalistic actions towards Aboriginal people,
who have successfully survived climatic and social change
over millennia. Aboriginal people are capable of running
their own lives and communities, but it is the lack of
self-determination and the governments’ ruthless attempts
to assimilate Aboriginal Peoples into ‘one Australia’,
which is really the cause of the perceived ‘problem’. …
We urge that there is scrutiny of the Stronger Futures
bills in order to bring them in line with the
international Human Rights covenants and the UN
Declaration on the Rights of Indigenous Peoples.”

protest at the Aboriginal Sovereign Embassy at West End,
in Brisbane’s inner-city. … Outside court, Mr Ong,
